No as a Non Goonswarm or CFC member you will be forced to wait till any Goonswarm/CFC petitions are answered first.

So now its down time. Could you please attend to my petition in the meantime. I am here down on my bleeding knees, crying, begging,mumbling with a fever never seen before, feeling like crap, praying to Jesus, praying to Satan and I think I can hear some sirens in the background. An ambulance coming to take me to the funny farm and forever strapping me to a table with electrodes attach to my head, giving me voltage once every 30 minutes.

Spamming the forums isn't gonna help. Petitions are dealt with on the basis of what section they were filed under, and how important they are.

Don't bother listening to the trolls telling you that Goons get their stuff answered any quicker than anyone else, you will get your petition seen to in due time and not before. Also you aren't going to get an answer on here, CCP will say as they always say, be patient.
