Is Fleet/Wing command broken?

Ok my toon has max leadership ... I was making a fleet to do some stuff and was only able to make 11 man fleet.

I was set up as Wing Commander , Boss, Booster
I had 1 person *with leadership5* as Squad Commander
I had 9 people in Squad


I tried to invite another person to fleet but it would only allow me to invite as Fleet Commander.
I then tried to move one of the squad members to Squad Commander to make an additional Squad. But it only gave me the option to make fleet commander or to kick.

I right clicked myself and the only options i see is warp , warp wing, remove or change booster / wing/squad/fleet commander *for myself*.

There was no option to make an additional squad.

I even tried setting myself up as Fleet commander and i still could not make another wing or squad.

is there a specific way to make 2 squads while being the Wing Commander?

i think you use the fleet command window. you use the lined option box thing, and there's a "create new squad" option.

1. Go to the Fleet tab.
2. There is a small white box to the right. Right click and select "View as Hierarchy."
3. Right click on the Wing line item. Select "create new squad."
