City lights on every single lowsec/nullsec world?

So far, every single world in lowsec and nullsec (including Syndicate and Great Wildlands) is covered in city lights. It's not like in highsec, where some are undeveloped, some partially, and others are sprawling.

I reported it as a bug but I was told it was "intended", so I can only assume it has something to do with DUST.

But was every world intended?

It never happened to me to watch worlds on sisi...

My guess is it's "intended"**** (read: we ****** up,we're not gonna admit)
