Returning from the Black, Need tips on skill point allocation

Ok Ive been away from Eve for a couple years and Im coming back to the new upgraded version. I have 1.5M skill points to spend and Im a little behind on where to put them. Any tips? are the new planetary skills worth it?

Thanks for the info everyone, its really helpful and I am gonna use it.Im gonna set up a drone boat and look around for a good corp. I dont have an eveboard yet, but ill look into it.

This is probably the best plan. (Well not necessarily minnie carriers)

Dont waste your free SP on stuff that would be easy to train. Save the freebies for when you really need a skill at 5 but don't have the month to train it.
