see them mentioned in the character bazzar. what are they and how are they aquired?

it means they had skills in something but the skill tree was changed as they were given the SP back to reallocate as they wish

When the learning skills were removed CCP refunded the skill points to the players to then spend on whatever they want, some people still have those unallocated points.

They were acquired when CCP removed the learning skills and refunded all the SP that you had put into learning skills. There is no way to currently acquire un-allocated skill points.
