i got the video card for free and i need a cheap pc that could play eve at a decent fps this seemed decent
not sure if it would work

You'd have to ask the seller whether those machines have any PCI-Express slots or not (it's not guaranteed), and what the wattage of the PSU might be, since Dell is notorious for very little slack there (180W might suffice if the PSU is in very good shape and you don't plan to use it very long, but you'll want something over 260W just in case, preferably almost 300W if possible).
Verdict : probably not compatible.
