I think this toon should be around 4b-5b, I sold Congestion Bomb for 8b as a pure trained legion toon but he was little more polished :P hope that helps,

Subsystems and hull upgrades to 5, cloaking, nav skills, and energy management 4 will go a long way towards the value.
