First things first. Whatever you do don't carry the PLEX in your cargohold. There is no reason for you to move it around and it is treated as a normal in-game item. This means it will get destroyed if your ship gets shot or the shooter loots it and no amount of tears is going to bring it back. Don't do this.

As for the actual question, you can redeem it anytime when you log in and choose your character(you should see a gift icon) and it will appear in the same location as your character currently is. Redeem it when you are in the location you are going to sell it. This means you choose the place you want to sell it first, then fly your character to that location and only when safely inside the station you want to put it for sale do you redeem it.

EDIT: The redeem item option should now be available while in-game also. Just hit esc and it should be located somewhere at the bottom of the options window.

I'm assuming since you paid RL money you purchased a GTC, which you can put up for sale in the Timecode Bazaar. If you prefer to turn it into PLEX, travel to the station you wish to sell them at first then redeem the time code, the PLEX will appear in your items hangar and you can put them on the market from there.

He can also mean PLEX. Account Management sells PLEX (not GTC) for real money.
