Eve Online Launcher Setup stalled at 6/7

My online patcher won't get past 6/7 on the launcher setup window. I am at university where there is a requirement to have a program that has basic monitor function of all computers on the network, so it may be acting as a firewall to the last stage of the download. If there are any workarounds or if anyone can offer some insight, it'd be much appreciated.

Here are the details of the patcher:

Note: I have uninstalled and reinstalled twice now with the same issue.
EDIT: I am able to access the game via \Program Files\CCP\EVE\Bin\exefile.exe. A small update occurred and I am now able to get into the game.
