C2 WH and solo Minmitar Ships!!

So i need help with a fit, i need a minmitar ship that can solo a class2 no problem i can armor tank and shield tank but i only have minmitar skills as of now..

Was thinking a tempest or possibly a typhoon? Maelstrom is too much for at the moment with the risk involved.
I seen some hurricane fits but there so iffy... i will most likely not being doing sites solo but i need the option in case i need to.

So anything will help!!

Fly a shield cane.

A cheapo cyclone can do it:

High Slots:
5 autocannons
salvager
tractor beam
anything you want in the last slot

Mid Slots:
microwarp (afterburner if you want, but you'll have difficulty catching the long range cruisers)
X-Large shield booster
EM and Thermal shield hardeners
Invulnerability field or capacitor booster (capacitor booster allows for a much stronger tank while the cap charges last)

Low Slots:
damage control
at least 2 capacitor power relays or flux coils (either one or the other, do not mix these types)
anything you want if you have a slot left over, maybe a power diagnostic or another power relay/flux coil.

Rigs:
EM and Kinetic shield rigs, maybe an Explosive rig too or a capacitor rig

Drones: hobgoblin x8 (sometimes these die, so it's good to have backups)

This fit can easily run out of CPU or powergrid, so you might have to use tech 1 weapons or even downgrade them to 220mm. It's not excellent at running class 2 sites, but it can tank most of that stuff pretty well in short spurts. It's cheap, too.
