Probably... Chribba's contributions to the Eve community are well above average.

Start a lottery,
10 tickets
Each ticket costs 10mil
Total ticket sales is 100mil
Prize is worth 50mil
Winner gets 50mil item for only 10mil
Losers "only lost 10mil"

Origin of prize matters not as long as it's desireable and percieved potential to win is amicable.

That, only with other ratios.
i.e.
25 tickts at 100mil
Prize is 1bil
etc.

Hell, you don't even need the prize untill the lottery has ended anyway.
It's the building the name and trust that's the issue.

I can't say it any simpler than that with out dressing as barney
