Police ships in exploration site ... why?

I yesterday found a grav site with a very low response on the scanner. Followed it down and warped to a not really unusual site in highsec. When i arrived there 2 police cruisers and 1 police battleship were roaming between the asteroids, wrecks from Sanshas and drones were also there, owned by CONCORD, yellow to me.

Any ideas or assumptions what this was? The roids werent something special, the rats werent, the wrecks had nothing special inside, i could salvage them and got nothing special also.

Someone had a ship with nice shinies and went, he got followed and ganked by a pirate(s) they looted the shineys survived and went on thier nefarious ways

So just a gank that happened earlier? Was thiniing about that either. System was a border system to lowsec (0.5) and i checked statistics for ship/pod skills - none. So either both (miner and ganker) survived and left and police stayed at the site and kept clearing it from NPC rats and drones, or our assumption is false.

But as a matter of fact, it is the only explanation that makes any ysense so far.

Yeah Id say that something happened in there to make Concord arrive, then the attacker and defender both left, leaving Concord and Sansha to play

Was a bit weird for me, since i never ever saw police ships in a hidden belt before Shocked.
