Mineral re-balance goes in at the same time. It's going to completely shift the EVE economy.

I think it's pretty much a given.

With the Goons performing what amounts to Special Olympic victory laps around Jita and the "elite PVP community" participating in the most tired meme in all of Eve, there will be much laughter and shaking of heads.
