Flashy Red Solo Ganking In High Sec - Is It Possible?

Simple question -

Is it possible for a pirate (below -5 Sec Status) to grab say a destroyer and go solo gank miners or industrial ships in High Sec before they get blasted out of space by the Police?

If so if anybody could give me some hints on how to do it I'd be grateful - I am wanting to extract revenge on a certain Corp for personal reasons. Evil

Not only that, its possible for a -10 pirate to grab a T2 Catalyst, fly to the belts and kill an untanked Hulk, solo, in 0.7 space.

So join the party. Its what all the cool kids are doing.

EDIT:

1. Get a GCC to pre-spawn Concord off grid (or at leat 150km away), and get 6 extra seconds of shooting time. Make sure Concord is not near the target - or they kill you instantly. A remote GCC will have the effect of moving them away.
2. Passively scan the target to determine its tank. (Cargo mods and Cargo Rigs make the target easier to kill, Shield Extenders and Thermal/Kinetic resists make it harder)
3. Drop a Catalyst in space with an Orca, or just undock from a deserted station.
4.. Warp directly on top of the target (blasters are very short ranged)
5.. OVERHEAT! and shoot. You don't need Tackle - they will die before they can warp off - especially if you are bumping them with your destroyer.

Fit: Suicide Catalyst, close to 700 DPS, depending on skills and implants. In 0.7 space you should do about 10K damage, in 0.5 closer to 12-13K.

This fit costs around 15-20M, but almost the entire cost is in the mods, so you'll get a lot of it back if you scoop your wreckage.

8x Light Neutron Blasters II (VOID S Ammo)
3x Mag Stab II
1x Sebo I (scan res)

1x Hybrid Damage rig.

Does it have to be T2 guns? Could I not use meta guns and faction ammo? Otherwise I'm gonna have to wait while I train to T2 guns.

Sure, but you will be dealing less damage, so you are limited to targets with weaker tanks.
Alternatively, bring a friend or two.

Three T1 Catalysts will kill 95% of all Hulks out there in 0.7 space.

If you are looking to kill targets in 0.8+ or above, you need to start moving away from blaster ganks, and start training for Tornado arty ganks.

Pro-tip: You cannot warp while under GCC. This means, you cannot shoot something to pull CONCORD away, warp off in the pod, then hop into that desroyer the Orca just dropped....because it can't warp away. Use another alt to pull CONCORD. And do not get GCC, then dock, and try to reship to warp off....the ship will pop to sentry guns since it can't warp off.

Actually, this is one of the easiest ways to 'clear' concord from the belt:

Gank someone, then immediately dock up.
Board your free noobship in the station.
Immediately undock in the noobship.
Then, DONT DO ANYTHING. Just coast while you are invulnerable.
Don't align, don't activate mods.....just float until your 30 seconds are up.

Concord and faction navy will show up in a few seconds, and wait for your invulnerability to end. Then they wil kill your noobship.
Congratulations! Concord is now out of the ice/roid belt.

This leaves it clear for others (or for you when your GCC is up...)

EDIT: This is Goonswarms 'belt cleaning' technique. Tactics like these are important to know if you want to be a highly efficient Exhumer killer.
