Mining Director Skill confusion

Simply, does this skill start boosting by 100% at level 3+ or Level 2+.

I know it says "After level 2" but I don't know how literal that is, considering other related skill definitions.

Yeah, it's poorly worded. It simply means that the benefit is x00% of the base value (100, 200, 300, 400, 500). Since you need lvl 1 just to online the modules, it says it doesn't do anything at that point, but it just means that it's getting the base amount from the module.

It is a very poor wording when it just multiplies the effect by the level of the skill.
