I mean really did anyone ever seen this outside of I have to fly it till I retrain to something else?

Citadel missiles needs a major rework.

As a note, a fully decked out and pimped phoenix does 2.1k dps to a moving carrier....

A proposal to fix the Phoenix:

Interdimensional Hammer II

This module is composed of a set of giant freaking space screws, nails, and rivets, plus interdimensional space hammers, screwdrivers and fusion powered nail guns. When activated the module effectively anchors the target in place and constructs a POS around it. The Phoenix can then shoot the target as if it was a POS, the only thing citadel torps are good for hitting.

...I'd say this is a bit exaggerated. Beside POSses a Phoenix is perfectly able to deal full damage to triaged carriers, sieged dreads and all sorts of super capitals. And as soon as said moving carrier is painted and webbed a tiny bit, missiles do great damage again.

Another story is inflexibility in range of the Phoenix ofc. With torps it's range is cut to 60km. With cruises the Phoenix has massive range but less damage. A Rev is able to hit far beyond 60km with short range turrets...I guess even a blaster Moros can do this.
