Faction ammo hoarding between mirrors

There seems to be a regular trend immediately after a mirror for people to buy up ALL the faction ammo from the trade hubs, leaving them empty until the next mirror. Is there a way to remedy this douchebaggery? Perhaps a mechanic created to seed faction ammo on a regular basis.

That'll work for the next mirror, as long as I don't use it up BEFORE the next mirror. Meanwhile, all the faction ammo in the current mirror is already gone. Besides, buying a butt-load of ammo on TQ that must be left untouched, just to have it available on Sisi and blue-ball the griefers is pretty inefficient.
