They are seeded in the market in high sec.
any item on the market with a duration over 90 days is NPC seeded. Some players resell these on the market at inflated prices, but you should be able to find them all on the market in any high sec region.

I'm right to assume they cost an assload to buy, right?

Since I'm not very iIndustrially-Oriented, I'll probably just buy BPC's for now.

Pretty much. They'll run you between 1 and 2 billion isk a pop depending on the blueprint in question, and then there's the research to make them efficient. Not worth it if you're not looking to get into capital ship manufacture full time.

Basically if you have the ISK, like from a corp account, or you are rich as hell yourself, yes, buy them if the capacity to produce capital parts is there. Better to get high-demand T1 bpos that are always needed.
