why do I still need to download the entire client after every single patch?

As the topic subject states.

Since of its release, the launcher has never worked for me. As a result, patching is impossible and therefore I have to download the entire 4.5 GB client after every single patch. Even when I have reinstalled it all, the launcher won't work due to the "byte #x8b" error. I can only play when I launch the game directly from the exefile. The repair tool is completely ineffective as it crashes, stating an error log, as well.

This is my third post regarding this error and I really would appreciate some help resolving this.

Running W7 64. on an AMD/Ati radeon system, 4GB RAM.

Running G data Antivirus, disabling it does not affect the issue.
Running Adaware, disabling it does not affect the issue.
Disabling firewall does not affect the issue.

I have tried:

-The ctrl+F5 workaround on the page: http://client.eveonline.com/patches/win_launcherinfoTQ_inc.txt , no effect.
-Tried deleting cache and bulkdata, no effect.
-The repairtool from cmd workaround ( http://forums.eveonline.com/default.aspx?g=posts&t=80584&p=5 ), no effect.

Please ccp, some help would be hot.
