Penalty for declining mission twice in 4h

I've been running missions for the same agent for a while now, and every once in a while I come up against the 4h cooldown. My question is, if I decide to decline anyway (haven't tried it yet cuz I'm scurred), how much of a hit will I take with the agent? Will I be able to take another mission from him right away?

Depends on mission but very little. Just don't make a habit of it.

if you spend some time getting your faction standing to >5.0, you can decline almost as many missions as you want.

I should buy an Ishtar.

You also take a standing hit against 2 major factions. IE: Amarr & Caldari if your running for an Amarr corporation.

It's pretty negligible-- .0187% for a generic L4 according to my transaction history, while the worst faction missions are worth 1.3%

Unless you're specifically trying to increase your faction standings, it doesn't make a meaningful difference.

edit: To be clear, declining a mission for a Minmatar agent caused a standings hit with seven other factions as well.

Pon Farr Memorial: once every 7 years, all the carebears in high-sec must PvP or they will be temp-banned.

It all depends on what sort of mission running your doing and what you plan to do with faction or corp standings for yourself in the long run.

If you have high enough agent and corp standings, >8, its not bad to decline 2 in a row just to get another mission. Standings hits are in the .3-.4 for the agent range and less for corp or faction. If you periodically check your faction standings and repair them as needed, really easy to do with a faction mission for the opposite factions as the gain you get from the mission is way more than the loss to the opposing factions. So if done right a single faction mission for the faction will offset quite a few declines, and then a single faction mission for the opposing faction will repair a lot of loss if incurred.

Just stay away from the faction kill missions. Im talking about the storyline missions.

So theres lots of ways of keeping your standings balanced in the long run but it means that you have to get standings to a few corps to be able to do it that way.

But yeah I double decline a lot if I have high standings as running another 2-4 missions for that agent will repair that standing for agent/corp and the faction hits are so slight that its almost not worth the time to bother. Then every few hundred you do a faction mission to repair it.
