If you are trying to avoiding wardeccs, here is what i found to work well.

I am usually in very small, tight knit corps (2 - 5 members). I've learned to do several things to keep away war deccs or to frustrate those that still war dec my corp(s).

1. I have jump clones scattered throughout the 4 empires. Each one has a ship capable of running solo level 4 missions. Every day I run a few missions and then jump clone to another location. These jumps are typically 30+ jumps away from my pervious location. This frustrates the crap out of my war targets, unless they like chasing after me at 30+ jumps at a time for the next week.

2. Take two of your characters on the same account, making each the CEO of their own Corp. Then create an Alliance. This will drive up the war decc cost dramatically.

3. Play an alt that is not in your corp and ignore the war dec all together.

+1 for removing NPC corps

(keep the starter corps, but let people graduate from them, and boot those unwilling to graduate)

EVE doesn't need neutral NPC corp alts.

for people who complain about npc corps being a shelter for wardecs: if people dont want to fight why do you have such an obsession to force them to? i am sure there is plenty of people and corporations around who are very eager to fight but that would mean you might actually lose a ship against them? oh the horror. wartargets that are going to shoot back.. cant have any of that.. so when you say to people who stay in NPC corps to man up and HTFU that same goes for so many wardeccing "griefer" corps.

I just reread the OP and wondered this...

Why not just organize members of the Gallente Federation?

* You already have the NPC Corp Chat.

* You already have the same corp / same alliance standing .

Just a thought....
