Quick and simple:

On the note of Dust 514 having regional hardware.... Since CCP is a Tier 2 ( 1?) service provider, why not add local proxies to tunnel network traffic. Idea being that tunneled traffic can be routed on higher tier paths, thus eliminating hiccups.

The only real reason I could see would be cost. But with the potential for 3 IPs using such a system it may fortuitous because Dust is CoLo'ed, and thus additional hardware could be installed at these places. This minimized overhead for personnel and housing the hardware.

So I guess what I am saying is: Has this or will something like this be looked at from the standpoint of quality of service, not latency?

You mean to have regional Eve nodes that communicated back to the "mother ship"?
