Can't say that I really try to keep up-to-date with 'High Sec warfare' but didn't Dec Scraping make High Sec mercs kind of a silly prospect?

It did but with the proposed changes coming, more are getting back into the game.

Maybe I should start one as well. It seems to be the thing to do?

I'm guessing something was said at FF, but I haven't heard of it until now.

No, they scrape the dec, and I pay another 2m to redec them, and I keep doing it until they pay me not to. sure they get some down time, but as soon as dec shield spits em out I can initiate my 2nd war. eventually they pay.

Draconis was so mad after their 3rd dec, they gave me 300m to **** off, and put another 100m on my head, which my alt quickly collected in an empty clone. Tho I suppose killing their prized LE itteron while they were in dec shield did the trick.
