Question on current Wardec fleet mechanics

For the life of me I can't find a good rundown of current wardec fleet mechanics. I know that as of a couple years ago, if a wartarget fleeted up with non-wartargets, then all they could do is remote-rep your wartarget. They couldn't actually attack you. One of my buddies, however, says they changed that.

I ask because we got decced by a one-man alt corp and my buddy is worried that this one guy might have a bunch of neutral buddies in a fleet to attack us. I told him that only this one guy could attack us and the only way his buddies could attack us is if they remote repped him, and we shot them for it.

Can anybody clear this up? Thanks!

Currently, fleet membership has exactly no effect on war dec mechanics.
