Okay, so I made a Minmatar character and shortly afterward I discovered that I like Amarr ships and Amarr playstyle more. Problem is that I really like the way my character looks and want to keep her. I don't have any negative Amarr standing yet, is it possible to fly to Amarr space and start doing Amarr missions? I only ask because mission enemies in Amarr space are more weak to lasers and mission enemies in Minmatar space are weaker to guns, and I figure I'd have a bit easier of a time against those.

Can you do story missions as another race?

Yes, you can do anything. Character race doesn't matter.

Just to add, you might find it amusing to dream up a roleplaying reason for being a Minmatar that wants to mission for the Amarr - perhaps you're a double agent or something :)

Remember that if you have been running minmatar mission the amarr may not like you. Probably not an issue early on beyond needing to run a few extra low level missions. Training diplomacy also helps with this issue.
