Looks like a Caldari militari officer with a sadistic streak, like those drill sergeants. I like the eyeshadow contrast with the hair and the sadistic smile. Also, the lighting is great, no annoying shadow and everythin'gs clear. 8/10

5/10 The hair is too bright/colorful. I'd try using a darker color (like black or dark brown).
