what do I need to put up a POS in high sec standings etc?

You need:
5.00 to the relevant faction for 0.5
6.00 to the relevant faction for 0.6
7.00 to the relevant faction for 0.7

That is modifed standing using social skills.

And starbase charters...

Correct. Unmodified standings, on the corporation, not on the person anchoring it. These are only needed at the time of anchoring of the tower. Everything else isn't dependant on it.

Don't need the charters to anchor it. Just as fuel.

I think you still need one charter in your cargo bay to anchor

Let's try this in one post: Blink

1. You need umodified faction standings for your Corp equivalent to 10* (ten times) the security level of the space you want to anchor the structure in: 5.0 for .5 space, 6.0 for .6 space, and so on. You Corp faction standings are the average of all members in the corp at the time the calculation is done.
2. You need one (1) starbase charter for the faction whose space you are anchoring the structure in PER HOUR of the structures operation (Amarr Starbase Charter for Amarr space, Caldari Starbase Charter for Caldari, and so on)
3. You need the equivalent fuel cubes for the tower type being anchored to operate the tower (does not need to be in cargohold during anchoring operation, but the Charters do)

Lots of good resources on managing towers in high during war, as well as how to defend them, should the need arise if you don't want to tear it down in the 24-hour period leading up to combat if wardec'd.
