Disabling station services has no effect....

This is not a new issue, I have other reports of this happening. Just today shot a repair and fittings service on a 0.0 station, and we have confirmation that the repair and fittings services are still working.

I would appreciate some feedback on this, would be nice if this simple mechanic was working properly so more people dont waste hours for nothing.
