Build P4. The route is High Tech Factory ->Storage Unit -> Launch pad (destination). You would think that if Launch pad were full the items would buffer into storage unit. Nope, they get dumped.

I blame upper management at the stations we build on the planet, it's what we get for trying to make a quick buck. We need Management Training to VII which CCP has yet to implement yet for them to become competent enough to realize there is a warehouse next door and decide to move this stuff there.
