If you are the CEO of your corporation, you will see a "Create Corporation Forums" link at the bottom of the list of EVE forum topics.

EDIT: It seems that the link doesn't actually do anything for right now. :sad panda:

Turns out your corporation needs to have at least 10 members in it for the link to work. If you do not have 10 members in your corp, the link simply fails silently (which is bad programming - fail fast and fail loud!)

Currently if you corp has less than 10 members it won't work, there's a sticky at the top of GD that has that info in it, they've been active for a few weeks now.
