There's a very good bundle of info at http://incursionguide.wordpress.com/2011/03/19/incursions-101/

Basically you need to get a ship, or ships, sorted out and then move yourself to your chosen incursion area. Then you advertise your availability, along with skills (especially if you're logi) and the ship-fitting you're offering. Then it's up to the current fleets whether they invite you to join or not.

Alternatively you can start your own fleet or join some buddies you already know.

There are specialised incursion corps you could join if you wanted to learn more and get more involved.

"BTL pub" is one of the main shield tanker incursion chat channels ... well worth monitoring to get an understanding of what goes on.

If you're relatively new you may have difficulty getting invites to start with, but stick with it and train your skills to improve your chances. Most popular ship to get into shield fleets? By far a high-skilled, well setup, basilisk. It's rare to see someone legitimately offering "LFSF logi5 T2 basi" for very long. On the DPS side projectiles are generally preferred over missiles / drones and webbers often help make a DPS ship more useful.

The main armor fleet channel is "The Ditanian Fleet" you'll find fleets divide themselves into armor or shields for logistics reasons. You'll see fits there posted to what you'll need to fly.

Armour Regular Fleets "The Ditanian Fleet"
Shield HQ Fleets "The Valhalla Project"

Not sure for the armour fleets who do more then vanguards.
