The truth is the OP's argument HAS worked in the past on games like EQ and WoW where the so-called casual player (another name for I suck at this game) complained that they were not experiencing high end content like the better organized (ie people who could make friends in game) players were.
They had equal access to the content like all players but over time the specious arguments from players like the op convinced those games devs to make the high end content more accessible to bad players. So you have what you have in those awful games now thanks to players like the op.
I don't blame the op for trying since this type of post has worked in the past but his argument is dead in the water here at Eve O because Eve really has no PvE content. (which when you think about it is probably a good thing).
OP has just as much access to any place in Eve as anyone else.

But it sucks that I have to pay $15 per month, the same amount as a hardcore, basement-dweller who can sink 12+ hours per day into the game. Obviously the basement-dweller is getting much more utility out of his dollars than I am. This especially hurts if you choose to run with alt accounts. I can't really justify spending $30-$45 per month on a game that I might play for only 20 hours.

Can CCP look at alternative methods of paying or subscribing to the game? I'd rather go F2P and pay for "premium" content that I can use at my convenience.

I log in for probably 10 minutes a month to change skills, so it's only fair that one PLEX pays for a year gametime for me.

I've ordered a pizza but I'll probably only eat 5 or at most 6 slices out of 8. I should ask for a discount, right?

No, you should ask for the pizza company to pay for postage to ship the remaining slices to Africa or North Korea...

Yes you pay for a months 'play time' and they only deduct time off this month for time your actually online. Down side is your skills will only train in the time your online as well! As soon as you log off your skill stops training. Where as the normal subbed players skills train 24/7...

You rent for one month -30h of game time. What you choose to do with that time for the entire month is on you, not the company. And as others have said, you may not be on, but your character is still doing something, especially if he's an indy or marketeer on top of the skill training.

I'm pretty casual. I pay with PLEX. You should try it. You play for free.

If you can't afford it playing casually, get better at making ISK.

...otherwise make sure your billing info is up to date.

tbqh, even if there was no PLEX I'd still pay to play... because like you, I have a job, and it doesn't take THAT long to make 15 bucks even if you are working at taco bell.

Incorrect comparison.

People have asked for such a time system in WoW and it hasn't been introduced. Every time they ask they get told no.

As to your comments. It is called business. The "casual" gamer makes up the vast majority of gamers. As such it is more profitable to cater to them then the so called "hardcore" players. There are three levels of raid and the "casual" one raid finder does not give anywhere near the level of loot as the other two. Shock horror a business changes its' model to suit the largest customer base to make more money.

It would depend on the game. EVE is not a strictly casual game; it requires more from the players than most other MMOs. It is a niche product and does well in that niche. It is not marketed to the mindless masses. And one would hope that CCP would not sell out on their game just to chase a few dollars.
