I 'm not as fond of

"either or " statments, and a lot of the op statements infer that....

... while bigger budget endevours are limited by budget and the "either or" implication is more valid,

I think the keys to Iteration, are more STRUCTURAL change in development orgaanization.


AGILE development ? Scrums ? I don't want to unfairly paint a term to blame that I don't understand.

It seems to me though, that there are only 2 or 3 teams of people who are trusted enough to make development choices.

The Bottleneck is not budgetary but "mind-share" of the handfull of people trusted.... and some of the most trusted people aren't even working on EVE full time I would guess but are also in charge of creative supravision for CCP"s other endevours.

There needs to be a team of 3 or 4 people left around full time on a few key segments of the game.... some rotation of the people on the teams for cross polinization could make some sense.

But, when something like Incursions are released, there needs to be an expectation that a team of people will be needed to created follow on projects from what they learned from unanticipated play that develops.

If a new sov system is put in place, some vague ideas or 2 or 3 follow ups or Alternatives should be half baked on the shelf with a team in the works to jump on the one that looks most promissing immediately following.

If the "Scrum" of able and trusted people keep moving from place to place, once they work on making something, they might not be coming back for 18 months untile that aspect of the game get's its rotation again.

The scrum's should be more of the heavy lifters.. maybe domniated by some of the most able programmers, but the people with the creative authority need to have constant ownership of their realms of influence and be their squeaking for technical assistance if their part of the pie needs help . (again, I think there needs to be rotation of these creative people, among each other's poisition to keep in fresh ... 5 years in charge of FLEET Pvp enhancement , or Head of Missions, might get people too close to see things fresh.. maybe 18 months at the helm of an area then switch).
