Cant start launcher for accesing Singularity

Hello

I have a problem with accesing Sisi. I do everything by instruction from there:

And i still cant startup launcher. every time a made a shortcut with those parameters that launcher will diseapper from Process Manager and nothing going on.
I tried repair client with repair shortcut with parameters which are described in this link but nothing help.

I run:

Windows 7 Ultimate SP1 (not OEM) 64x

Procesorr:
AMD Athlon 64 X2 5600+ (Dual Core, AM2 Socket [940])
MB:
MSI MS-7501 (chipset 780G, BIOS American Megatrends)
GC:
AMD Radeon 4870 (Sapphire production)

Please help me. I dont know what to do. I tried some other ways described in forums but they arent help to. Every time when i do some shortcut with parameters launcher was disseapered.

Thanx for any ideas what to do.

PS: When there was SiSi launcher tool, i havent any of those issues.
