It's completely configurablle, but to see your personal settings, you can go into the overview settings which will show what the icons and colors mean.

Click on the little 4-line icon in the upper left of the overview and check it out.

Not a bad place to start. Note that the default settings are 'not optimal'.
You are pretty safe as long as you stay in highsec (0.5+), listen the icon popups, and don't shoot anyone at any time for any reason.
Eventually you will begin to re-configure the overview to be more useful to what you actually do.

By default:

Outlaws (-5 to -10 sec status) - flash red
Low sec status (0 to -5) - orange
War targets - red (no flash)
Corp mates - green
Fleet members - purple

As others have said though, the overview is totally configurable. And it is well worth your time to do so. And use all 5 tabs too. The more streamlined you can make the information that the overview presents you the more effective a pilot you will be.

TL;DR AFTER PATCH, BLINKY PEOPLE ON OVERVIEW = WAR TARGETS, NOT OUTLAWS.

You can shoot them with one exception (see below), and if you shoot them they can also shoot back. They might also be able to shoot back earlier or not, that depends on situation.

EXCEPTION: If you add someone to contacts with "Terrible" standing, they will be red but that kind of red doesn't allow you to attack them. Other kinds of reds do.

As far as I understand red means you may shoot them and red blinky means they can shoot you too.
