OustpostList api broken?

Is the outpost list api broken? estimated time to fix?
Or am I using it wrongly

I use the api all the time but yesterday I found a need to utilize the outpost list + outpostservicedetails api's.
But the outpostlist doesn't' seem to work...

To test that my method is correct, I tried the /corp/AccountBalance api, this works. It responds with our wallet divisions and amount in each. good good.

http://api.eveonline.com/corp/AccountBalance.xml.aspx?keyID=MYKEYID&vCode=MYVCODE&characterID=MYCHARID

Now the outpost list api uses the same inputs, and the key I am using has all permissions (access mask = 67108863) and the character is a director.

http://api.eveonline.com/corp/OutpostList.xml.aspx?keyID=MYKEYID&vCode=MYVCODE&characterID=MYCHARID

But I get a funky less than useful error response.

General Error: Scotty the docking manager heard you were talking **** about him behind his back and refuses to service your request.

Good old Scotty Blink There's something broke on CCP side. You'll have better luck getting it fix if you bug report it than just make a post on the forums.

Well. I filed the bug report and its coming up on nearly a week now... no activity on the bug report.. and the outpostlist seems to be just as broken.

Not shaping up too good.
