FW clarification?

Hi all, I recently was attacked by a Mimmatar militia member, in Irnin, high-security Amarr space. Now I am of course in the opposing militia, but my impression of the system (being new to it) is that if a FW player enters the territory of their enemy empire and lingers for any amount of time they're engage by that empire's fleet, which I'm pretty sure this individual was not. Also, can an opponent find and enter normal (not FW) deadspace? I sort of inferred that was limited to such missions, but as I feel like I'm probably overlooking something, any help would be appreciated.

From what little I do know on the topic, the current system is broken in this regard, and the factional navy ships are slow and lazy to respond to enemy militia pilots. Hence highsec really isn't even close to being safe when in FW, as anyone can warp in and attack you still, but if your on a gate/station they will receive major aggro. Elsewhere... I'm not sure if the faction navy shows up.

It's best to have an alt in FW as you really can't do missions/hauling etc while in FW safely.

The navy does attack wartargets, but they take a few seconds to spawn and do not warp scram immediately.

So if you are flying fast agile ships, you can evade the navy and skill wts all day in their hi-sec space.

If you're enlisted nowhere is supposed to be safe.

As stated above, the NPC Navy is really lax, and I don't think they even warp scram - so even a big gank ship can go around without having to worry about NPC's. If you are in militia, always be on your guard, as nowhere is "safe".

Not Flyinghotpocket's alt. At all.

Faction navies don't scram. They are also not at all CONCORD-level in dealing damage. You can easily get in and gank someone and get out, though you cannot field major operations really. CCP as far as I know says this "works as intended"; it's not considered a bug. FW is supposed to mean no complete safety anywhere, but relative safety in high-sec. Watch local for war targets at all times.

If you think Navy did not show up at all, you should petition and/or bug report that.

Yep, we can, but it does limit what is practical to do while tanking. High-sec is still relatively safe in a Militia, if you watch local and intel channels and have some experience (which the OP now does have a little more ;))

My view of what counts as "safe" might be a little off, though. What I mean is that people tell me that solo missioning, mining, etc are still quite feasible and rarely lead to losses even if you do not stay utterly paranoid watching local and aligned all the time. (Relying on what people tell me because I rarely operate in high-sec myself other than to go fetch trade items and in wars.)
