Frankly, the more I read the more I believe this is just a ploy by goons to generate ISK.
I am not a smart trader, but you can be certain just the CONCEPT of this is driving prices in all kinds of directions.

If you knew about this announcement a week ago, and gauged the market properly, you could make a fortune off of this.
I wonder how many goon traders made their move a week ago?
