i told them that they would have to pay his fees. and if the money is just to HOLD it for awhile then whats the issue?

Only 500m I'll hold that for you NP and it won't cost you one ISK for the service.

However I would strongly suggest not joining any corporation (notice I said corporation) that requires you to pay ISK just to join).
