what is considered an active tank, and what is meant by passive tanking??

Passive tank: Lots and lots of EHP. No repping of armor, and only passive regeneration of shields.
Active tank: Armor repairers, invulnerability fields and or shield boosters. (anything that uses capacitor more or less.)
Someone will stab me for this simplification, but it is more or less accurate.

There is a distinction between passive and buffer tank.

Buffer tank is the "maximum EHP" tank. That can be done with armor or shields, and can give a decent passive shield regen while at it, though the shield regen is not the point.

Passive tanks are shield specific, in that you're not fit for buffer, but for max regen. Buffer helps with that, but so do some mods like Shield Power Relays, which you wouldn't find on a buffer fit.

Pretty close, though Petrus clarified the passive/buffer distinction.

I'll also point out that, with shields, there's a bit of a distinction between a 'passive' tank and 'true passive' tank.

Passive tanks generally allow for hardeners. They do technically use cap, but the extra resists are well worth it.

True passive tanks use SPRs in the lows and Resist Amps for resist and are completely independent on cap (though there are only about half a dozen ships in the game that can do this well, so it's much more rare).

And there's Buffer (EHP) and Active (repper/shield booster) fits too, as Petrus already pointed out.

Passive tank: Relies on little to no capacitor consumption, regenerates on its own.

Buffer tank: Relies on lots of EHP, consumes no or almost no capacitor.

Active tank: Regenerates HP using capacitor.
