You'd be better off trying to herd cats than getting highsec carebears to band together. Those pubbies wouldn't even know how to use a warp disruptor, anyway. They've never had to shoot at something that can warp off.

In theory, if all of the hi-sec players banded together they would be unstoppable due to their numbers.

However this is not the case. The most experience a lot of these players have with combat are tutorial missions. The only guns they have in their ship hangers are the civilian modules they receive with noob ships. Then you have to deal with the fact that a lot of these people are probably convinced the only ships they see are NPCs.

It wouldn't work, and even if you did somehow manage to muster all of hi-secs "forces" together, the lack of experienced pilots and commanders will have the operation destroyed by even a small, veteran fleet of PVPers.

The AI in the average hisec pilot is too rudimentary to give a decent challenge.
