Why does the launcher not patch the client completely

Basicly,

I start eve, the launcher ran a patch today automaticly. I start the game trough the launcher. The game says there is a fix that needs to be installed. I hit ok and the client restarts....

Can someone explain to me why this is not included into the launcher patching?

It was fix number 6 or something.
