Well, let's get this started on the new forums (assuming Eve the spaceship game is still being developed). Limit bounty payouts to the cost of a new clone and any implants lost. Or look at some of the many excellent other suggestions soon to be lost in the old forums.

I'm not sure if you're aware but there's a "final plan" of changes the CSM is/are putting forth to change Bounty Hunting for the better.

PDF Reader of some sort required.

An old thread with highlights of the proposed changes can be found here.

As I'm sure you're itching to point out, the thread was made in late 2008 and times have changed since then but as far as I'm aware this is the furthest we've got to changes to the Bounty system so far.

It's a shame something like that hasn't already been implemented.

I see quite a few younger players express real desire to train up to be a bounty hunter, only to be told how pointless it all is because of the current bounty mechanics.

It's like watching your kid open an empty box on christmas morning.... What?

how recent is that .pdf?

it would be nice to see something like that implemented soon, although the "ranking" system might make things harder for the merc, being so publicly known as a bounty hunter might affect him negatively, everyone with a decent bounty would just red him up and if he entered local they would gtfo.

you should be able to hide your ranking if you want.

Dont mind me,  just touching your stuff.

I believe the .pdf was released with the making of the thread I think, so back in late '08.

And I agree; if such a system was introduced people could avoid the top ranked bounty hunters but I'm sure if CCP took the time to revamp the bounty system they'd consider this hindrance.

I'd like to think so at least :P

I'm not optimistic that any fix will ever happen, to be honest. Just because something was put forth 3 years ago gives me no reason to think it will actually happen. Not when we can have new imaginary internet clothes instead. It's a shame, bounty hunting could be a great part of the game. Even a relatively simple fix like limiting the payout would make it at least workable for now.

limiting the payout would mean no one would waste the time.

Perhaps, but it would at least be a start. I think some people would do it anyway once some kind of workable system was put in place. But there have been many great ideas to fix bounty hunting posted in the old forums, mine is just a simple one. It's an area that really deserves some dev love.

It really isn't, it's pointless. They might as well remove it if they're not going to fix it.

Have the value of items destroyed transfer to the 'damagers' account up to the value of the current bounty (reducing the bounty but the amount paid out). Hell, make it pay out HALF the value of the destroyed ISK. Blow up his 50mil cruiser, get 25mil of his bounty. It would keep him as prey longer, and be even less exploitable (I think).

The bountee (and friends) could not profit from the system because they need to destroy a value of gear equal to the ISK they want to gain from the bounty.

Like all systems, it is likely exploitable...but a start.

I am not sure how to go about removing bounties from people that liquidate and bounty themselves before quitting the game...maybe have only active accounts show up on the bounty list. Giving bounties a time-limit before they expire and the cash is returned to the payer would be nice too (for both parties, as the payer COULD rebounty if he still has a grudge).
