Heavy Interdictor fitting?

Hoping to find fitting solution here,
my goal is to be able to hold supercarriers, or more often capital ships, as long as possible while awaiting for friendly capital ships to come.
Can fly all race T2 fitted HIC's, looking for fit not requiring implants, as there will be no time for jump clone, and as cheap as possible, for very huge probability of loosing it.
I also know about capital neutralizers from already encountered hostiles.

the nice thing of eve is that you have to look for fits, ideas and info all over the places.

the Devoter on Eveuni is fine, you really just want as much tank and as small a sig as possible.

Then on top of that cap to resist nuets and maybe ECCM in case they send help to just jam you off.
