Is prespawning CONCORD an exploit?

This is a tactic that i have used and is recommended by Code gank guides however there is a debate as to whether as CCP intended.

There are rules on delaying Concord which when used by a miner is not delaying help for him but is for everyone else in system?

I personally thought that prespawning a concord gang per miner in the belt was legit but would not want the hammer for doing so.

EDIT would add that the hardcounter of drawing them away from the belt is 'delaying' concord, you can see the issue right?

What is good for the goose is good for the gander.
drawing them away by spawning them elsewhere is legit.
prespawning them to have them present if a bad thing happens is equally legit.
A GM has said so in the past on the forum, but you'd have to dig deep to find it.

Prespawning concord is indeed allowed, but they will not help you if your ganked.
When a gank happens people spawn their own personal concord who will only fight them
Trust me, I tried.

Edit: I also did a giant sucide gank fleet in jita, concord wasnt delayed, they just all showed up at once and blew up my overview, never seen the game lag so hard before.
