How to find a good place to build or research

When deciding where to base your manufacturing/research you want to choose a place that has a low manufacturing/research index in order to minimise the fees you pay. Not only that, but if you are going to be there a while then you want to choose a place where the index is either steady or decreasing, but definitely not increasing otherwise the job fees will get high fast. Its easy to find out the *current* level of an index via the in-game map or the industry window facilities tab, however that doesn't tell you whether other industrialists are in the process of abandoning a system or ramping up production.

For example, at the time of writing Bamiette ( https://stop.hammerti.me.uk/system.indexes/30002690 ) has had some manufacturing work installed a month ago but not much since then until a few days ago, where someone has installed some research, copying and manufacturing! Maybe better to find somewhere else.

Kobam ( https://stop.hammerti.me.uk/system.indexes/30005247 ) has a small amount of manufacturing taking place so it might be good to start building there, but it seems to be quite active for both ME and TE research so perhaps not worth setting up your research station there, but manufacturing might be ok here.

(If you are planning multiple characters building in a system for an extended period of time, you may want to consider not just the index for a system, but also the index multiplier as this indirectly has an impact on how much your installed jobs will cause the system's index to increase . I look for backwater systems and deadish regions. LOW index and taxes help alot as well as spreading jobs around so not to spike your indices in one place.

Useful to see the history for a system you're interested in. If you're looking for the current indices https://www.fuzzwork.co.uk/blueprint/costindex.php will give you an entire region in a single table.

This seems to offer 2 unique pieces of information that aren't replicated elsewhere: The cost index history and the cost index multiplier for each system (and even an API for the multiplier). Definitely worth checking when shopping for a new industry base. Nicely done.

I've recently added an entry that shows the number of public upwell structures that are currently deployed in the system. Its not possible to reliably record the number of private structures in the system unfortunately (due to the way CCP's APIs work).
