The place has been surveyed for a while and the corp holdng it is inactive, with just 1 member inside it.

Starting bids at 500mil, minimum raise 50mil, buyout price 2bil.

Most of the citadels have corps with less than 5 members. Start hitting it and you'll see who is behind it :)
