Small Structures...(Or how I would do them!)

Disclaimer, this is just a random set of ideas.

During Fanfest, CCP Fozzie (too bad this isn't Reddit and I can't send him a notification!) mentioned Small Structures during the keynote. Also saying that they might do it, but have no idea how to really go about it! But, they would be severely limited!

So, after 2 nights with nothing to do. (Go Go Gadget Insomnia!) I believe I figured something out.

A small structure that's designed to have limited storage, it really doesn't need 3 weeks of timers! (I'm not entirely a fan of the current system with Structures, CCP probably has their reasons for it.) Also, the cost and simplicity of a POS is perfect for a small (sub 10 player) Corporation, or solo player.

So, lets get into it!

Both Small Citadel and Engineering Complex will function like a POS in regards to reinforcement timers only. So no Vulnerability window, they can be attacked anytime and use Stront to dictate when they come out. This will prevent "Timezone Tanking."

Only The Corporation that actually owns it can actually use it. Therefore, there's no reason for it to be on your overview.
They will have an actual Storage limit, X per character, and XX for Corporation hangers. This includes ship hangar!
They will have reduced bonuses compared to their larger counterparts.
Removal of the "vulnerability timers" for current POS mechanics.
Hitpoints would be greatly reduced to 1/3 of Medium Structure hitpoints.
Limited Fuel bay, so you have to keep it topped up every month or so, instead of having 3-4 years worth of fuel.
Remove asset safety. (I get why this is here, to prevent rage quits and whatnot. But you remove the incentive to actually attack Structures.)

Instead of coming out with specially designed Upwell fittings, allow Ship fittings to be used on Small structures.

On both Citadel and Engineering Complex, 1-2 Rigs and 1 Service Slot.

Engineering Complexes can only manufacture Drones, Ammo, Implants...etc etc, nothing "big" or ships. With limited Job Capacities. (ex: They only have X Research/Manufacturing slots available.)

H, M, L fittings...whatever works!

As for Ship and Personal Hangar have them severely limited! Permit only certain ships to dock.

Cruiser and below for Citadel.
Enough Space for 1 Cruiser or 2 Destroyers, 3-4 frigates.

Industrial ships ONLY for Engineering Complexes. Mining Barges/Frigates, Industrial (Not Orca).
Enough space for 1-2 Industrials, 1-2 Barges, 3-4 Frigates.

Tethering will only work on the ship types that can dock for said Structure.

For manufacturing, I'd suggest using regular materials, or something similar to POS's...

I like this idea, especially the ship limited socking mechanic. It would be awesome if you could put a tiny refinery in an asteroid belt for compression (but get rid of the tethering). Could be useful for on site compression for non-Roqual pilots, plus dock up if they see enemies in system (but can't hlde a large fleet).

Makes sense to me. It would allow small corps to put up infrastructure for a limited purpose and/or short duration at a reasonable cost without all the strategic implications of current POSs as capital staging points.

Seems to me great idea too. At last something for solo players, who are the most ignored (by CCP) group of players. It would be a nice change - toy not only for big alliances.

I’ve thought that we need a replacement for the small POS since CCP first published the details of the Engineering Complexes last fall. Compared to a Raitaru, a small POS fit for research, invention and a selection of manufacturing arrays is 1/10 the cost to build; ⅓ the cost to operate and can be deployed or removed in minutes rather than a week. ECs make sense if you have a lot of people using them but that drives up the system cost index. An advantage of being small should be agility - the ability to respond quickly to change.

The question is can I (or someone else) come up with a concept that meets the needs of small industrialists and coexists comfortably with a Raitaru - where a customer for one is unlikely to seriously consider the other.

My concept has evolved over time. In its current form I envision:

A small structure that can accommodate 1 Upwell service module appropriate for a medium structure and 1 freight container. Deployed for corp, access is controlled by corporate permissions. An enormous freight container would give up to 250K M3 storage.

The structure will act like a mobile depot. It will remain where it is deployed for 30 days and then vanish with its contents but the 30 day timer can be reset if you interact with it. If attacked it will enter a 48 hour reinforcement cycle but can be scooped by the owner while in reinforcement. In highsec attacking one will require a war declaration.

If you scoop the structure, any active jobs will be lost. BPOs will be returned to the freight container. The service module would be scooped separately and the freight container would need to be looted before scooping. If destroyed, there will be no asset safety. Work in progress and contents of the container would have the normal chance to drop as loot.

The service module will require 9 fuel blocks per hour and the fuel could be stored in the freight container or a separate fuel bay. The initial onlining cost will be the same as other Upwell structures.

The structure will provide the same hull bonus the service module would receive if installed in the target medium structure but there will be no rig bonuses.

There will be no docking or tethering - basically the same as using a mobile depot (or POCO). Size and cost should be in the range of a small tower - roughly 2K M3 and 150 million ISK with a similar bill of material. The structure would permit fitting - similar to a mobile depot or ship maintenance array

The goal is flexibility to deploy the service you need when and where it is needed. You can move if the system cost index gets too high but the onlining cost imposes some constraints. You aren’t going to set it up for a small job and put it away.

The only defense is stealth. These can be put anywhere in a system, they aren’t locked to moons and it should be possible to find a spot in most systems that’s 14 AU from all gates so casual dscans won’t detect them.

+1 for ore compression. But it would make more sense to just enable compression on Mining barges. They practically look like they are able to compress the ore when you look at the 3d model. I mean it has fiery exhaust constantly coming out, and they have these rotating pump things on the top that are larger than the strip miners themselves.
