What does mean that "Level" on cosmic signature site tooltip

Hi
I'm a new player a need some information that I didn't find elsewhere.

When I explore cosmic signatures with my probe scanners, I found many combat sites.

If I move the mouse on a explored (>75%) combat site (but also for relic and data sites), a tool tip is shown with an indication of the level (in roman numbers i.e. I, II, III, etc.).

I see level from I to V (in High sec). What does it means? Is it the DED level?

If not, how do I recognise that a site is rated?

That level indicates how difficultly the site is scanned. Level I is easy to scan down even on a ship with no bonuses, while Level V is difficult even with bonused ships and good skills.
You can tell whether the site is rated or not (and what's the rate of it if it's rated) by its name. You may need to consult some online resources. http://wiki.eveuniversity.org/Main_Page and http://wiki.eve-inspiracy.com/index.php?titiel=Main_Page are where I look for these information.

So an Angel Vigil (for example) has always the same difficult, independently from the scanning level ? Or an Angel Vigil has always a scanning level of III?

Not only the same difficult, but all identical ships (except for the factional spawn which shows up randomly) at identical positions. As far as I know, the same combat sites are always of the same difficulties to scan down.
