Covert ops

I was talking with some corp mates and had a thought. If bubbles are going to start deteriorating then how about a change that makes Covert Ops modules use fuel to stay active. I could be wrong but most of the latest changes have been aimed at increasing pvp content to include people that either don't want to or have no interest in pvping anymore. Why not help both sides evenly on the pvp part and make it so we have to accept a cloaky camper for a short time rather then for months at a time.

The thing about abandoned bubbles, (or cans, or wrecks, or drones, etc) is that they become space debris and bog down the server.

AFK cloakers have to re-log on regularly.
